Testimonies from four soldiers of the Israeli military intelligence branch “Aman” exposed the claims of the occupation army regarding warning the residents of Gaza before bombing buildings.

The soldiers revealed that they received instructions to bomb inhabited buildings in the besieged sector before evacuating them, resulting in a large number of Palestinian casualties and injuries.

A report published by the newspaper “Haaretz” stated that these testimonies contradict the repeated statements of the occupation army regarding warning civilians before targeting their homes, as the soldiers spoke of changes in the rules of engagement since the outbreak of the war in October 2023, which included expanding the definition of targets and easing restrictions related to potential civilian casualties.

One soldier stated that the criteria for identifying targets changed rapidly, and that the use of heavy weapons became more flexible, with a reduction in the restrictions imposed on killing civilians, considering them “collateral damage.” The Jabalia Massacre… Hundreds of Victims The report highlighted the Israeli bombing that targeted the Jabalia refugee camp on October 31, 2023, with the aim of assassinating Ibrahim Al-Bayari, a commander of a battalion in Hamas.

According to the soldiers’ testimonies, inhabited buildings were chosen above a tunnel believed to be where Al-Bayari was located, without evacuating the residents, for fear of his escape. One of them noted that intelligence estimates predicted that between 250 and 300 people would be harmed, and that the decision required direct approval from the Chief of Staff.

The soldier added that he felt shocked after densely populated buildings were leveled, pointing out that the civilian death toll reached about 250 people, according to his estimate.

In contrast, the Israeli army stated that the attack underwent replanning to reduce civilian damage, claiming that the toll exceeded initial estimates due to the collapse of additional buildings whose underground tunnels were not known. Expanding the Scope of Targeting The testimonies also included attacks targeting homes where people were present with their families, in addition to operations during the ground incursion that did not witness a complete evacuation of the residents, despite intelligence estimates of civilians being inside the buildings.

The report quoted the CEO of the organization “Breaking the Silence,” Nadav Weiman, calling for accountability for those responsible for issuing the orders, warning against justifying the large number of civilian casualties in order to target specific individuals.

These testimonies come amid ongoing international accountability regarding the war on the Gaza Strip, as the International Criminal Court issued arrest warrants against Benjamin Netanyahu and former Defense Minister Yoav Galant in November 2024, on charges related to war crimes and crimes against humanity, while the International Court of Justice is considering a lawsuit from South Africa regarding allegations of genocide.
