«أمانة جدة»: الالتزام بالموجّهات التصميمية للعمارة الساحلية.. إلزامي – أخبار السعودية

نبهت أمانة جدة على إلزامية تطبيق الموجهات التصميمية للعمارة الساحلية الحجازية على رخص البناء السكني الجديدة مع جميع طلبات ترميم واجهات المباني السكنية في أنحاء المدينة، بعد بدء تنفيذها في مايو الماضي، وإدراج مخالفات عدم الامتثال ضمن لائحة الجزاءات للمخالفات البلدية.

وشددت أمانة جدة على أنه يُعدّ الالتزام بالموجّهات التصميمية المعتمدة للعمارة الساحلية الحجازية إلزاميًا، ويترتب على عدم الالتزام بها اتخاذ الإجراءات النظامية، بما في ذلك فرض المخالفات والغرامات المقررة.

وتهدف الموجهات إلى تطوير تصاميم معاصرة تبرز الهوية المعمارية الساحلية الحجازية، وتحافظ على كفاءتها الإنشائية وقيمها الجمالية، من خلال توظيف العناصر التراثية في التهوية والإضاءة، وتدرّج البروزات والارتدادات لتوفير الظلال الذاتية للمباني.

وتشمل متطلبات التصميم استخدام المواد المرتبطة بالبيئة المحلية، والخشب أو بدائله الحديثة في العناصر البارزة، واعتماد تدرجات لونية تضم الأبيض اللؤلؤي، واللون الرملي، وألوان الرواشين التقليدية.

وأوضحت الأمانة أن غرامات عدم التزام المكاتب الهندسية بالموجهات عند طلب اعتماد رخص البناء تتراوح بين 1000 و5000 ريال، فيما تتراوح غرامات المكاتب المشرفة والمقاولين عند تنفيذ أعمال مخالفة للموجهات المعتمدة في الرخصة، أو عدم متابعة تطبيقها بالنسبة للمكاتب المشرفة، بين 2000 و10 آلاف ريال. وتُضاعف هذه الغرامات عند تكرار المخالفة، مع منح المكاتب الهندسية والمشرفة مهلة تصحيحية لا تتجاوز 7 أيام، والمقاولين مهلة لا تتجاوز 30 يومًا، وإيقاف العمل بالطلب أو الرخصة، بحسب المخالفة، حتى تصحيحها.

كما تتراوح غرامة تعديل مالك المبنى السكني عناصر الواجهة المرتبطة بالموجهات خلافًا للرخصة المعتمدة بين 100 و500 ريال، وتُضاعف عند التكرار، مع إلزامه بالتصحيح خلال مهلة تصل إلى 14 يومًا.

وتُعد العمارة الساحلية الحجازية أحد الطرز التي تتضمنها خريطة العمارة السعودية، وتشمل التجمعات الواقعة على ساحل البحر الأحمر في جدة وينبع والقنفذة، وتعكس التأثيرات الثقافية والحرفية المرتبطة بالتجارة والحج.

The Jeddah Municipality has emphasized the mandatory application of the design guidelines for Hijazi coastal architecture on new residential building permits, along with all requests for the restoration of residential building facades throughout the city, following their implementation that began last May, and the inclusion of violations for non-compliance in the municipal penalties list.

The Jeddah Municipality stressed that adherence to the approved design guidelines for Hijazi coastal architecture is mandatory, and failure to comply will result in legal actions, including the imposition of fines and penalties.

The guidelines aim to develop contemporary designs that highlight the architectural identity of Hijazi coastal architecture while maintaining its structural efficiency and aesthetic values, by employing heritage elements in ventilation and lighting, and using gradations of projections and setbacks to provide self-shading for buildings.

Design requirements include the use of materials associated with the local environment, wood or its modern alternatives in prominent elements, and adopting color gradations that include pearlescent white, sandy colors, and traditional rawashin colors.

The municipality clarified that fines for engineering offices that do not comply with the guidelines when requesting building permit approvals range between 1,000 and 5,000 riyals, while fines for supervising offices and contractors for executing work that violates the approved guidelines in the permit, or failing to monitor their application for supervising offices, range between 2,000 and 10,000 riyals. These fines are doubled in the case of repeated violations, with engineering and supervising offices granted a corrective period not exceeding 7 days, and contractors a period not exceeding 30 days, with work on the request or permit halted, depending on the violation, until it is corrected.

The fine for a residential building owner modifying facade elements related to the guidelines contrary to the approved permit ranges between 100 and 500 riyals, and is doubled upon repetition, with an obligation to correct within a period of up to 14 days.

Hijazi coastal architecture is one of the styles included in the map of Saudi architecture, encompassing the settlements located along the Red Sea coast in Jeddah, Yanbu, and Al-Qunfudhah, reflecting the cultural and artisanal influences associated with trade and pilgrimage.
