«الموارد البشرية»: 135.6 ألف مقيم «متغيب عن العمل» انتقلوا لمنشآت جديدة – أخبار السعودية

كشف تقرير حكومي حديث (اطلعت «عكاظ» عليه) أن إجمالي المستفيدين من مبادرة «الاندماج في سوق العمل» بلغ 135,596 مستفيداً حتى نهاية الربع الثاني من عام 2026، إذ تهدف المبادرة إلى تمكين العمالة المسجلة بحالة «متغيب عن العمل» من تصحيح أوضاعها، والانتقال إلى منشآت أخرى، وتأسيس علاقات تعاقدية نظامية جديدة.
وتسهم المبادرة في الحد من أعداد العمالة المخالفة داخل سوق العمل، وتعزيز قدرة المنشآت على استقطاب الكفاءات المتاحة محلياً، إضافة إلى حماية الحقوق العمالية وتنظيم العلاقة التعاقدية بين أطراف العمل.
وتوقعت وزارة الموارد البشرية والتنمية الاجتماعية أن تسهم المبادرة في تقليص أعداد الدعاوى الإدارية المقامة ضدها بشأن بلاغات التغيب، والمساهمة في تحقيق مستهدفات تقليل أعداد المخالفين في المملكة، إلى جانب تقليل الأعمال التشغيلية لدى إدارات الوزارة والشكاوى المرفوعة من العمالة بشأن بلاغات التغيب.
كما تستهدف المبادرة المساهمة في زيادة الإيرادات غير النفطية، من خلال تحصيل المقابل المالي المفقود لرخص عمل العمالة المتغيبة عن العمل، فيما تشمل الفئة المستهدفة أصحاب العمل والعاملين في القطاع الخاص.
وكانت وزارة الموارد البشرية والتنمية الاجتماعية قد أطلقت في شهر سبتمبر 2025، مبادرة لتصحيح أوضاع العمالة المهنية المسجلة بحالة «متغيب عن العمل»، بما يتيح لها الانتقال نظامياً إلى صاحب عمل جديد، في خطوة تستهدف معالجة أوضاع العمالة المتغيبة وإعادة دمجها في سوق العمل.
وتشمل المبادرة العمالة التي تحولت حالتها إلى «متغيب عن العمل» بعد انتهاء المهلة النظامية المقررة عقب الانقطاع عن العمل، وكذلك العمالة التي انتهت أو أنهيت عقود عملها الموثقة، إضافة إلى العمالة التي لديها بلاغات تغيب سابقة.
واشترطت الوزارة للاستفادة من المبادرة أن يكون العامل قد أمضى 12 شهراً على الأقل داخل المملكة بصورة متصلة قبل الانقطاع عن العمل أو انتهاء العقد، مع التزام صاحب العمل الجديد بسداد المقابل المالي المتأخر لرخصة عمل العامل.
وسبق أن أجرت الوزارة تحديثات على إجراءات انقطاع العامل عن العمل، تمنح العامل الوافد بعد تسجيل الانقطاع 60 يوماً للانتقال إلى صاحب عمل آخر أو الخروج النهائي، قبل تحول حالته إلى «متغيب عن العمل» في حال عدم اتخاذ أحد الخيارين.

A recent government report (which “Okaz” reviewed) revealed that the total number of beneficiaries from the “Integration into the Labor Market” initiative reached 135,596 beneficiaries by the end of the second quarter of 2026. The initiative aims to enable registered workers classified as “absent from work” to rectify their situations, transition to other establishments, and establish new legal contractual relationships.
The initiative contributes to reducing the number of illegal workers in the labor market, enhancing the ability of establishments to attract available local talents, in addition to protecting labor rights and organizing the contractual relationship between the parties involved in work.
The Ministry of Human Resources and Social Development expects the initiative to help reduce the number of administrative lawsuits filed against it regarding absenteeism reports, and to contribute to achieving targets for reducing the number of violators in the Kingdom, alongside decreasing operational tasks within the ministry’s departments and complaints raised by workers regarding absenteeism reports.
The initiative also aims to contribute to increasing non-oil revenues by collecting the financial fees lost for work permits of workers absent from work, targeting both employers and employees in the private sector.
The Ministry of Human Resources and Social Development launched an initiative in September 2025 to rectify the situations of professional workers registered as “absent from work,” allowing them to transition legally to a new employer, in a step aimed at addressing the situations of absent workers and reintegrating them into the labor market.
The initiative includes workers whose status has changed to “absent from work” after the expiration of the designated legal period following their absence, as well as workers whose documented contracts have ended or been terminated, in addition to workers with previous absenteeism reports.
The ministry stipulated that to benefit from the initiative, the worker must have spent at least 12 consecutive months in the Kingdom before the interruption of work or the end of the contract, with the new employer committed to paying the overdue financial fees for the worker’s work permit.
The ministry had previously updated the procedures for workers’ absences, granting foreign workers 60 days after registering their absence to transition to another employer or exit permanently, before their status changes to “absent from work” if neither option is taken.
