الموافقة الأمنية إلزامية.. 12 جهة تعتمد شروط استيراد أسلحة الألعاب – أخبار السعودية

اعتمدت 12 جهة حكومية دليل الاشتراطات والوثائق المطلوبة لاستيراد الأسلحة الفردية والهوائية المخصصة للألعاب، مع ضوابط الاستيراد والتخزين والنقل، وآليات الحصول على الموافقات.
تضم الجهات وزارة التجارة، ووزارات الداخلية، والبيئة والمياه والزراعة، والطاقة، والصناعة والثروة المعدنية، إضافة إلى الهيئة العليا للأمن الصناعي، والهيئة العامة للغذاء والدواء، وهيئة الاتصالات والفضاء والتقنية، والهيئة العامة لتنظيم الإعلام، والمركز الوطني للرقابة على الالتزام البيئي، والمركز الوطني لتنمية الحياة الفطرية.
واشترط الدليل لاستيراد الأسلحة الفردية والهوائية رخصة نشاط سارية من وزارة الرياضة، وسجلاً تجارياً سارياً، وبياناً بالكميات المطلوب فسحها مرفقاً بكتالوجاتها، مع تحديد منفذ الدخول ومقر حفظها، على أن يقدم الطلب إلى الجهة المعنية بوزارة الرياضة، ثم يحال إلى الأمن العام ممثلاً بإدارة الأسلحة والمتفجرات لدراسته وإصدار إذن الاستيراد.
وبالنسبة للبنادق الهوائية، اشترط الدليل ألا يقل عمر طالب الرخصة عن 25 عاماً، وأن يكون خالياً من السوابق والقيود الأمنية، مع توفير مخزن معتمد من الأمن العام، وموافقة الدفاع المدني على متطلبات السلامة، وضمان بنكي غير مشروط بقيمة 500 ألف ريال، ونظام إلكتروني لمراقبة المخزون وتتبع الموارد والمنصرف.
أما الأسلحة الأثرية، فيشترط ألا يقل عمر طالب الرخصة عن 22 عاماً، وأن تكون الأسلحة النارية مصنوعة قبل عام 1900م، مع تقديم ما يثبت ذلك.
وفيما يتعلق بالألعاب النارية، اشترط أن يكون المستورد سعودياً، خالياً من القيود الأمنية، ولديه سجل تجاري سارٍ، مع ضمان أو تأمين يغطي العاملين والغير، وتوفير شاحنات ومستودعات مخصصة ونظام لمراقبة المخزون، وعدم بيعها أو التصرف فيها لإقامة عروض إلا بعد موافقة الإدارة العامة للأسلحة والمتفجرات.
الخبير الأمني اللواء مسفر الجعيد أوضح لـ «عكاظ» أن الدليل تضمن الشروط الخاصة باستيراد الأسلحة ومن ضمنها الفردية وأسلحة الصيد، وشدد على أن يكون بيع الأسلحة والذخائر في الفعاليات المؤقتة. وأضاف أن اللائحة نبهت على ضرورة تخزين الأسلحة والذخائر في أماكن معتمدة من الأمن العام، وعدم بيع الألعاب النارية إلا بعد موافقة الإدارة العامة للأسلحة والمتفجرات، وبوجود تأمين من إحدى شركات التأمين بالمملكة يضمن التأمين على العاملين وعلى الغير، وتوفير شاحنات خاصة لنقل الألعاب النارية وتوفير مستودعات دائمة لتخزين الألعاب النارية، وتوفير نظام إلكتروني يمكن من خلاله مراقبة المخزون.
12 government entities have adopted a guide for the requirements and documents needed to import individual and air weapons designated for games, along with import, storage, and transportation regulations, and mechanisms for obtaining approvals.
The entities include the Ministry of Commerce, the Ministries of Interior, Environment, Water and Agriculture, Energy, Industry and Mineral Resources, in addition to the High Authority for Industrial Security, the General Authority for Food and Drug, the Communications and Space Technology Authority, the General Authority for Media Regulation, the National Center for Environmental Compliance Monitoring, and the National Center for Wildlife Development.
The guide stipulates that to import individual and air weapons, a valid activity license from the Ministry of Sports is required, along with a valid commercial registration, and a statement of the quantities to be cleared attached with their catalogs, specifying the entry point and storage location. The application must be submitted to the relevant authority at the Ministry of Sports, then referred to the Public Security represented by the Weapons and Explosives Administration for review and issuance of the import permit.
As for air rifles, the guide requires that the license applicant be at least 25 years old, free of criminal records and security restrictions, with an approved storage facility from Public Security, and Civil Defense approval on safety requirements, along with an unconditional bank guarantee of 500,000 riyals, and an electronic system for monitoring inventory and tracking resources and expenditures.
Regarding antique weapons, the applicant must be at least 22 years old, and the firearms must have been manufactured before the year 1900, with proof of this provided.
Concerning fireworks, it is required that the importer be Saudi, free of security restrictions, and have a valid commercial registration, along with a guarantee or insurance covering employees and others, providing dedicated trucks and warehouses, and a system for inventory monitoring, and that they cannot be sold or disposed of for shows without the approval of the General Administration of Weapons and Explosives.
Security expert Major General Misfer Al-Juaid explained to “Okaz” that the guide includes specific conditions for importing weapons, including individual and hunting weapons, and emphasized that the sale of weapons and ammunition should occur in temporary events. He added that the regulations highlighted the necessity of storing weapons and ammunition in locations approved by Public Security, and that fireworks should not be sold without the approval of the General Administration of Weapons and Explosives, with insurance from one of the insurance companies in the Kingdom covering employees and others, providing special trucks for transporting fireworks, and establishing permanent warehouses for storing fireworks, along with an electronic system to monitor inventory.
