في لحظة تاريخية تعكس التحول النوعي والعميق في مسار العمل البيئي الوطني، سجلت المملكة العربية السعودية إنجازاً دولياً جديداً بحصولها على شهادة «الريادة المتميزة» (Migratory Species Champion Plus) من معاهدة الحفاظ على الأنواع المهاجرة (CMS)، لتؤكد حضورها السيادي والمتقدم في مشهد حماية التنوع الأحيائي عالمياً، ودورها المتنامي في صون مسارات الكائنات المهاجرة العابرة للقارات. إن هذا التتويج يأتي عربونَ اعترافٍ بتراكم عملٍ مؤسسي واستراتيجي رصين في إدارة البيئة، انتقلت فيه المملكة من نطاق المبادرات المتفرقة، إلى بناء منظومة مستدامة وشاملة قائمة على التخطيط العلمي، والتشريع الصارم، والتقنية المتقدمة، بما ينسجم تماماً مع مستهدفات التحول الوطني ضمن إطار رؤية السعودية 2030، الذي يتوشح بدعم ولي العهد الدائم في كل فصول مسيرته وإنجازاته.
وتتجلّى القيمة الحقيقية لهذا الإنجاز في كونه نتاجاً لمنظومة متكاملة يقودها المركز الوطني لتنمية الحياة الفطرية، وبقيادةٍ خبيرة من رئيسه التنفيذي الدكتور محمد علي قربان وفريق عمله، الذين عملوا على تطوير مفهوم حديث، وعالمي لحماية الحياة الفطرية، يرتكز على الربط الوثيق بين حماية الموائل الطبيعية، واستدامتها، والتحول من مفهوم الاكتفاء بمنع التدهور البيئي إلى مرحلة الإثراء الأحيائي. وقد شهدت المملكة في هذا الصدد طفرة في وضع الأنظمة والتشريعات المنظمة للحماية، وإدارة تطبيقها بمهنية عالية، مدعومةً بقرار التوسع التاريخي في إنشاء المحميات، لا سيما المحميات الملكية، التي باتت تُمثّل اليوم شبكة بيئية مترابطة وممرات آمنة توفر نقاط توقف حيوية للأنواع المهاجرة خلال رحلاتها الملحمية الطويلة بين أطراف المعمورة.
وخلال مسيرة العمل المؤسسية برزت مبادرات الاستعادة البيئية الكبرى، وعلى رأسها «مبادرة السعودية الخضراء»، كقوة دافعة لإعادة تأهيل مساحات شاسعة من النظم البيئية المتدهورة، حيث ساهمت استعادة الغطاء النباتي، وتعزيز التنوع الحيوي في دعم استقرار المسارات البيئية (البرية والجوية)، وإعادة التوازن الفطري إلى بيئات كانت ترزح تحت ضغوط بشرية ومناخية متزايدة عبر العقود الماضية.
وعلى الصعيد الميداني، برز الدور الفاعل لـ «القوات الخاصة للأمن البيئي» باعتبارها ذراعاً تنفيذياً متخصصاً في حماية الفطرة وإنفاذ الأنظمة؛ حيث أسهمت بشكل ملموس في الحد من التعديات البيئية، وعلى رأسها الصيد الجائر والتخريب البيئي، عبر منظومة رقابية رقمية صارمة مدعومة بإطار تشريعي وحوكمة ممنهجة. وتعمل هذه المنظومة على الحماية وتهذيب السلوك وزيادة الوعي، من خلال آليات ضبط متميزة تستند إلى قوة الأنظمة والتشريعات البيئية لردع المخالفين وتعزيز الامتثال الوطني. ولم يغفل هذا المسار التنموي توظيف التقنيات الحديثة، إذ أصبح استخدام أنظمة التتبع عبر الأقمار الصناعية، وتحليل البيانات الضخمة، وتقنيات الذكاء الاصطناعي جزءاً لا يتجزأ من أدوات الإدارة البيئية الحديثة في المملكة. وقد مكّن ذلك المركز الوطني من بناء قدرات استباقية لرصد حركة الكائنات المهاجرة، وتحديد المخاطر المحتملة في مساراتها، مما رفع من فعالية الاستجابة النوعية لحماية الأنواع المهددة بالانقراض.
أما على المستوى «الجيوــ بيئي»، فيكتسب هذا الإنجاز بعداً استراتيجياً فائق الأهمية، نظراً لموقع المملكة الحيوي ضمن مسارات الهجرة الأفرو-أوراسية (Afro-Eurasian Flyways)، حيث تمر عبر أراضينا وسواحلنا أعداد هائلة من الطيور، والكائنات المهاجرة سنوياً. هذا التموضع يجعل من المملكة نقطة ارتكاز لا غنى عنها في منظومة الحماية البيئية العالمية، ويضع على عاتقنا مسؤولية مضاعفة في ضمان استدامة هذه المسارات الحيوية.
إن حصول المملكة على هذه الشهادة الدولية يعكس تحولاً نوعياً في مفهوم «السيادة البيئية»، من مجرد إدارة للموارد المحلية إلى دور قيادي في حماية النظام الحيوي (الإيكولوجي) العالمي. كما يؤكد أن التنمية الاقتصادية المتسارعة في المملكة لم تعد مساراً منفصلاً عن الاستدامة، بل أصبحت جزءاً عضوياً من رؤية شاملة تُوازن بين النمو وحماية الطبيعة. وفي المحصلة، يرسّخ هذا الإنجاز مكانة المملكة لاعباً رئيسياً في صياغة مستقبل الاستدامة الكوكبية، ويؤكد أن الاستثمار في البيئة هو الركيزة الأساسية لبناء مستقبل أكثر توازناً واستقراراً للأجيال القادمة.
In a historic moment that reflects the qualitative and profound transformation in the course of national environmental work, the Kingdom of Saudi Arabia has achieved a new international milestone by obtaining the “Outstanding Leadership” (Migratory Species Champion Plus) certificate from the Convention on the Conservation of Migratory Species (CMS). This achievement confirms its sovereign and advanced presence in the global biodiversity protection scene and its growing role in conserving the migratory pathways of cross-continental species. This recognition comes as a token of acknowledgment for the accumulation of solid institutional and strategic work in environmental management, where the Kingdom has transitioned from a range of scattered initiatives to building a sustainable and comprehensive system based on scientific planning, strict legislation, and advanced technology, fully aligning with the national transformation targets within the framework of Saudi Vision 2030, which is adorned with the continuous support of the Crown Prince in all chapters of his journey and achievements.
The true value of this achievement is manifested in being the result of an integrated system led by the National Center for Wildlife Development, under the expert leadership of its CEO, Dr. Mohammed Ali Qurban, and his team, who have worked on developing a modern and global concept for wildlife protection, based on the close linkage between protecting natural habitats and their sustainability, and shifting from the concept of merely preventing environmental degradation to the stage of biodiversity enrichment. The Kingdom has witnessed a leap in establishing regulations and legislations governing protection, and managing their implementation with high professionalism, supported by a historic decision to expand the establishment of reserves, especially royal reserves, which today represent an interconnected ecological network and safe corridors that provide vital stopover points for migratory species during their epic long journeys across the globe.
Throughout the institutional work journey, major ecological restoration initiatives have emerged, with the “Saudi Green Initiative” at the forefront, serving as a driving force for rehabilitating vast areas of degraded ecosystems. The restoration of vegetation cover and the enhancement of biodiversity have contributed to stabilizing environmental pathways (terrestrial and aerial) and restoring ecological balance to environments that have suffered from increasing human and climatic pressures over the past decades.
On the ground, the active role of the “Special Forces for Environmental Security” has emerged as a specialized executive arm in protecting nature and enforcing regulations; they have significantly contributed to reducing environmental violations, primarily poaching and environmental destruction, through a strict digital monitoring system supported by a legislative framework and systematic governance. This system works on protection, behavior modification, and raising awareness through distinguished control mechanisms based on the strength of environmental regulations and legislation to deter violators and enhance national compliance. This developmental path has not overlooked the employment of modern technologies, as the use of satellite tracking systems, big data analysis, and artificial intelligence techniques has become an integral part of modern environmental management tools in the Kingdom. This has enabled the center to build proactive capabilities to monitor the movement of migratory species and identify potential risks in their pathways, thereby enhancing the effectiveness of qualitative responses to protect endangered species.
At the “geo-environmental” level, this achievement gains an extremely important strategic dimension, given the Kingdom’s vital location within the Afro-Eurasian Flyways, where vast numbers of birds and migratory species pass through our lands and coasts annually. This positioning makes the Kingdom an indispensable pivot in the global environmental protection system and places upon us a multiplied responsibility to ensure the sustainability of these vital pathways.
The Kingdom’s attainment of this international certificate reflects a qualitative shift in the concept of “environmental sovereignty,” from merely managing local resources to a leadership role in protecting the global ecological system. It also confirms that the rapid economic development in the Kingdom is no longer a separate path from sustainability but has become an organic part of a comprehensive vision that balances growth and nature protection. Ultimately, this achievement solidifies the Kingdom’s position as a key player in shaping the future of planetary sustainability and affirms that investment in the environment is the fundamental pillar for building a more balanced and stable future for generations to come.
