من السودان إلى البحر الأحمر.. قمة رباعية تجمع قادة مصر والسودان وإريتريا والصومال في العلمين – أخبار السعودية

تستضيف مدينة العلمين الجديدة، غداً (الأحد)، قمة رباعية تجمع الرئيس المصري عبد الفتاح السيسي، ورئيس مجلس السيادة السوداني عبد الفتاح البرهان، والرئيس الإريتري أسياس أفورقي، والرئيس الصومالي حسن شيخ محمود، لبحث تطورات الأوضاع في المنطقة، وفي مقدمتها الملفات الأمنية والسياسية في القرن الأفريقي والبحر الأحمر.
ويأتي الاجتماع المرتقب على هامش سلسلة فعاليات أفريقية رفيعة المستوى تستضيفها مصر في العلمين خلال الفترة من 2 إلى 4 أكتوبر، بمشاركة أكثر من 20 رئيس دولة وحكومة أو ممثليهم. وتشمل الفعاليات منتدى «العلمين أفريقيا»، وقمة الدول المؤسسة لوكالة الاتحاد الأفريقي للتنمية «أودا-نيباد»، والاجتماع التنسيقي الثامن لمنتصف العام للاتحاد الأفريقي.
ويكتسب الاجتماع الرباعي أهمية خاصة بالنظر إلى التطورات المتسارعة في القرن الأفريقي، خصوصاً مع تجدد القتال في شمال إثيوبيا، وتصاعد التوتر بين أديس أبابا وأسمرة، بالتزامن مع تدهور العلاقات بين إثيوبيا ومصر خلال الأيام الأخيرة.
وكانت إثيوبيا قد أعلنت دبلوماسياً مصرياً شخصاً غير مرغوب فيه، وردت القاهرة بإجراء مماثل تجاه مستشار بالسفارة الإثيوبية، في وقت اتخذت فيه الأزمة بين أديس أبابا وأسمرة مساراً أكثر حدة، بعدما أغلقت إثيوبيا سفارتها في إريتريا وطردت دبلوماسيين إريتريين، قبل أن تعلن أسمرة قطع العلاقات الدبلوماسية مع جارتها.
وتتصدر أزمة إثيوبيا المشهد الإقليمي مع عودة القتال في إقليم تيغراي، بعد اتفاق بريتوريا الذي أنهى الحرب السابقة بين الحكومة الإثيوبية وقوات تيغراي في 2022. وتتهم أديس أبابا إريتريا والسودان ومصر بدعم قوى معارضة لها، وهي اتهامات نفتها الأطراف المعنية، بينما تتزايد المخاوف من انتقال تداعيات الصراع الإثيوبي إلى دول الجوار.
ويحضر ملف البحر الأحمر بقوة في الحسابات الإقليمية للدول الأربع، في ظل موقعه الحيوي للتجارة العالمية وأمن الملاحة، إلى جانب التنافس المتزايد على النفوذ والموانئ والممرات البحرية في منطقة القرن الأفريقي.
وكانت القاهرة وأسمرة قد أكدتا، خلال لقاء وزيري خارجية البلدين في نيويورك الشهر الماضي، أن أمن البحر الأحمر وحوكمته مسؤولية حصرية للدول المطلة عليه، كما بحث الجانبان تطورات السودان والصومال والقرن الأفريقي.
كما ترتبط مصر بعلاقات أمنية وسياسية متنامية مع الصومال، وتؤكد القاهرة دعمها لوحدة الدولة الصومالية وسيادتها، في وقت تمثل فيه استقرار الصومال أحد الملفات الرئيسية المرتبطة بأمن البحر الأحمر والقرن الأفريقي.
أما السودان، فيأتي حضوره في ظل استمرار الحرب بين الجيش السوداني وقوات الدعم السريع، وما خلفته من تداعيات إنسانية وأمنية امتدت إلى دول الجوار. وتمثل استعادة الاستقرار في السودان ومنع اتساع رقعة الصراع أحد الملفات التي تحظى باهتمام مصري وإقليمي.
The new city of El Alamein will host a quadripartite summit tomorrow (Sunday) gathering Egyptian President Abdel Fattah El-Sisi, Sudanese Sovereignty Council Chairman Abdel Fattah Al-Burhan, Eritrean President Isaias Afwerki, and Somali President Hassan Sheikh Mohamud to discuss developments in the region, particularly the security and political issues in the Horn of Africa and the Red Sea.
The anticipated meeting comes on the sidelines of a series of high-level African events hosted by Egypt in El Alamein from October 2 to 4, with the participation of more than 20 heads of state and government or their representatives. The events include the “El Alamein Africa” forum, the summit of the founding countries of the African Union Development Agency “AUDA-NEPAD,” and the eighth mid-year coordination meeting of the African Union.
The quadripartite meeting gains special significance considering the rapid developments in the Horn of Africa, especially with renewed fighting in northern Ethiopia and escalating tensions between Addis Ababa and Asmara, coinciding with the deterioration of relations between Ethiopia and Egypt in recent days.
Ethiopia had declared an Egyptian diplomat as persona non grata, and Cairo responded with a similar action against an advisor at the Ethiopian embassy, at a time when the crisis between Addis Ababa and Asmara took a more severe turn, after Ethiopia closed its embassy in Eritrea and expelled Eritrean diplomats, before Asmara announced the severance of diplomatic relations with its neighbor.
The Ethiopian crisis is at the forefront of the regional scene with the return of fighting in the Tigray region, following the Pretoria Agreement that ended the previous war between the Ethiopian government and Tigray forces in 2022. Addis Ababa accuses Eritrea, Sudan, and Egypt of supporting opposition forces against it, allegations that the concerned parties have denied, while fears are increasing regarding the spillover effects of the Ethiopian conflict to neighboring countries.
The Red Sea issue prominently figures in the regional calculations of the four countries, given its vital location for global trade and maritime security, alongside the increasing competition for influence, ports, and maritime routes in the Horn of Africa region.
Cairo and Asmara had confirmed, during a meeting between the foreign ministers of the two countries in New York last month, that the security and governance of the Red Sea are the exclusive responsibility of the countries bordering it, and both sides discussed developments in Sudan, Somalia, and the Horn of Africa.
Egypt also maintains growing security and political relations with Somalia, affirming its support for the unity and sovereignty of the Somali state, at a time when the stability of Somalia represents one of the main issues linked to the security of the Red Sea and the Horn of Africa.
As for Sudan, its presence comes amid the ongoing war between the Sudanese army and the Rapid Support Forces, which has resulted in humanitarian and security repercussions extending to neighboring countries. Restoring stability in Sudan and preventing the expansion of the conflict is one of the issues that receives Egyptian and regional attention.
