The Russian Ministry of Finance has begun paying salaries to some of its employees using the digital ruble for the first time, in a move that is part of Moscow’s efforts to expand the use of the central bank-issued digital currency in government transactions.

The ministry clarified in a statement that the payment of salaries in digital rubles has become available to Russian citizens on a voluntary basis, and it started to be implemented from (Thursday) October 1, without disclosing the number of participating employees or the total value of salaries paid in the digital currency.

During the federal budget spending trials in 2025, about 16 million digital rubles were disbursed, equivalent to approximately $192,200, according to the ministry, which noted that the previous experiment provided the necessary infrastructure to apply the same mechanism for salary payments.

The Central Bank of Russia is working in collaboration with the Ministry of Finance to introduce the digital ruble into budget operations, according to the statement. Moscow began developing the digital ruble in 2021, targeting preemptive European sanctions after the European Union announced restrictions on it in April.

The digital ruble is presented as a complement to the traditional Russian ruble, not a substitute, with the expansion of its use beginning across financial and credit institutions and companies operating in the retail sector.

Previous reports had indicated Russia’s plans to launch the digital currency on a wider scale starting from September 1, 2026, coinciding with the availability of transactions in the new currency at major banks and retail companies.

The expansion of the use of the digital ruble comes amid ongoing Western sanctions imposed on Russia since the outbreak of the war in Ukraine in February 2022.
