توطين الصناعات العسكرية يقفز إلى 24.89%.. والسعودية تتجاوز مستهدف 2024 – أخبار السعودية
كشف تقرير الرؤية السنوي لعام 2025 عن تقدم لافت في مؤشر توطين الصناعات العسكرية، بعد ارتفاع النسبة إلى 24.89% في 2024، متجاوزة المستهدف السنوي المحدد عند 16.5%، ضمن مسار يستهدف الوصول إلى 50% بحلول 2030.
ووفق ما أورده التقرير، انطلق المؤشر من خط أساس يبلغ 7.7%، قبل أن يسجل ارتفاعات متتابعة منذ 2022 حتى 2024، محققاً مستهدفاته السنوية، ومتجاوزاً مستهدف 2025 البالغ 20%، بما يعكس تسارعاً في بناء القدرات المحلية داخل قطاع الصناعات العسكرية.
ويعد هذا المؤشر أحد مؤشرات الوعود التي تضمنتها وثيقة رؤية السعودية 2030، ويرتبط مباشرة بهدف رفع المحتوى المحلي، وتقليل الاعتماد على الخارج، وبناء قاعدة صناعية دفاعية قادرة على دعم الأمن الوطني، وتحفيز الاقتصاد، وخلق فرص نوعية في مجالات التصنيع والخدمات وسلاسل الإمداد.
وأشار التقرير إلى أن هذا الارتفاع جاء نتيجة تطوير منظومة متكاملة من السياسات والحوكمة والحوافز التنظيمية والتشريعية، بتضافر جهود الهيئة العامة للصناعات العسكرية، التي تأسست عام 2017 لتقود مسار تنظيم القطاع وتمكينه ورفع كفاءته.
وأظهرت الأرقام نمواً كبيراً في قاعدة المنشآت العاملة في القطاع؛ إذ ارتفع عدد المنشآت الصغيرة والمتوسطة في الصناعات العسكرية من 5 منشآت إلى 311 منشأة، إلى جانب إصدار 572 تصريحاً تأسيسياً وترخيصاً عسكرياً حتى نهاية 2024، شملت التصنيع العسكري، وتقديم الخدمات العسكرية، وتوريد المنتجات العسكرية.
كما أسهمت المبادرات الداعمة في تسريع وتيرة التوطين، وفي مقدمتها اتفاقيات الشراء الإطارية، وتطبيق خريطة القيمة المضافة المحلية، وتوقيع الصفقات المحلية، ودعم رأس المال البشري، وهي أدوات عززت حضور المحتوى المحلي في سلاسل الإمداد العسكرية.
ويعكس تجاوز مستهدف 2024 انتقال قطاع الصناعات العسكرية في المملكة من مرحلة التأسيس والتنظيم إلى مرحلة التمكين والتوسع، عبر بناء شراكات محلية ودولية، وتحفيز المستثمرين، ورفع جاهزية المنشآت الوطنية للمشاركة في منظومة دفاعية أكثر استقلالية واستدامة.
ويمثل بلوغ نسبة 24.89% خطوة متقدمة نحو مستهدف 50% في 2030، ورسالة اقتصادية وصناعية بأن المملكة تمضي في تحويل الإنفاق العسكري إلى رافعة للتصنيع المحلي، ونقل التقنية، وتطوير الكفاءات الوطنية، وتعزيز سيادة القرار الصناعي والدفاعي.
The annual vision report for 2025 revealed significant progress in the localization of military industries, with the percentage rising to 24.89% in 2024, surpassing the annual target set at 16.5%, as part of a trajectory aiming to reach 50% by 2030.
According to the report, the index started from a baseline of 7.7% before recording consecutive increases from 2022 to 2024, achieving its annual targets and exceeding the 2025 target of 20%, reflecting a rapid acceleration in building local capabilities within the military industries sector.
This index is one of the indicators of the promises included in the Saudi Vision 2030 document, directly linked to the goal of increasing local content, reducing reliance on foreign sources, and building a defense industrial base capable of supporting national security, stimulating the economy, and creating quality opportunities in manufacturing, services, and supply chains.
The report indicated that this increase resulted from the development of a comprehensive system of policies, governance, and regulatory and legislative incentives, with the combined efforts of the General Authority for Military Industries, which was established in 2017 to lead the regulation, enablement, and efficiency enhancement of the sector.
The figures showed significant growth in the base of operating establishments in the sector; the number of small and medium enterprises in military industries rose from 5 to 311, in addition to the issuance of 572 foundational permits and military licenses by the end of 2024, covering military manufacturing, providing military services, and supplying military products.
Supporting initiatives have also contributed to accelerating the pace of localization, foremost among them are framework purchase agreements, the application of the local added value map, signing local contracts, and supporting human capital, which are tools that have enhanced the presence of local content in military supply chains.
Surpassing the 2024 target reflects the transition of the military industries sector in the Kingdom from a phase of establishment and regulation to a phase of empowerment and expansion, through building local and international partnerships, stimulating investors, and enhancing the readiness of national establishments to participate in a more independent and sustainable defense system.
Reaching a percentage of 24.89% represents an advanced step towards the 50% target in 2030, and sends an economic and industrial message that the Kingdom is moving towards transforming military spending into a lever for local manufacturing, technology transfer, developing national competencies, and enhancing the sovereignty of industrial and defense decision-making.
