في واقعة تكشف أساليب جديدة للغش التجاري، ضبطت الجهات الرقابية في محافظة بني سويف جنوب مصر منشأة غذائية غير مرخصة، تخصصت في تصنيع حبيبات مقلدة للفلفل الأسود باستخدام عجين رديء ودقيق مدعم مخصص للمخابز البلدية، قبل طلائها بألوان صناعية وخلطها بكميات من الفلفل الحقيقي لطرحها في الأسواق باعتبارها منتجاً أصلياً.

وأسفرت الحملة الرقابية المشتركة عن التحفظ على مستلزمات الإنتاج والخامات ومواد الصباغة والمنتجات المغشوشة، بإجمالي وزن بلغ 996 كيلوغراماً، فيما حُرر محضر بالواقعة، تمهيداً لاتخاذ الإجراءات القانونية وعرضها على جهات التحقيق المختصة.

كيف صُنّع الفلفل الأسود المغشوش؟

بدأت تفاصيل الواقعة عقب تلقي الفرع الإقليمي لجهاز حماية المستهلك في بني سويف شكوى عبر بوابة الشكاوى الحكومية الموحدة التابعة لمجلس الوزراء، تفيد بوجود منشأة غذائية في مركز الواسطى تعمل دون ترخيص، وتستخدم خامات غير مطابقة لتصنيع حبوب مقلدة للفلفل الأسود.

وعلى الفور، تحركت حملة مشتركة من الهيئة القومية لسلامة الغذاء وجهاز حماية المستهلك لفحص البلاغ ومراجعة النشاط داخل المنشأة.

ورغم نفي صاحب المنشأة صحة الشكوى، وإشارته إلى أن نشاطه يقتصر على تصنيع الأعلاف الحيوانية، كشفت المعاينة الميدانية عن وجود عمليات لتصنيع حبيبات تحاكي شكل حبوب الفلفل الأسود الطبيعي.

وبحسب نتائج الفحص، اعتمدت طريقة الغش على استخدام عجين رديء يُشكّل في هيئة حبيبات كروية صغيرة، بأحجام تحاكي حبوب الفلفل الأسود، ثم تُطلى بألوان صناعية سوداء داكنة لإكسابها مظهراً قريباً من التوابل الأصلية.

كما كشفت المعاينة عن استخدام الدقيق المدعم المخصص للمخابز البلدية في عمليات التصنيع، إلى جانب إضافة مواد تستهدف منح الحبيبات طعماً ونكهة شبيهة بالفلفل الأسود.

ولإخفاء حقيقة المنتج المغشوش، كان يجري خلط الحبيبات المصنعة بكميات من الفلفل الأسود الحقيقي، في محاولة لتضليل المستهلكين والعطارين قبل طرح المنتجات للتداول في الأسواق المحلية.

ضبط 996 كيلوغراماً واتخاذ الإجراءات القانونية

وأسفرت الحملة عن التحفظ على الخامات المستخدمة في التصنيع، ومواد الصباغة، ومستلزمات الإنتاج، إلى جانب المنتجات المغشوشة، التي بلغ إجمالي وزنها 996 كيلوغراماً.

وحررت الجهات المعنية المحضر رقم 21292 جنح لسنة 2026، مع اتخاذ الإجراءات القانونية حيال المسؤولين عن المنشأة، تمهيداً لعرض الواقعة على جهات التحقيق المختصة.

وتسلط الواقعة الضوء على مخاطر الغش في المنتجات الغذائية التي يعتمد عليها المستهلكون بصورة يومية، خصوصاً عندما تُستخدم مواد خام غير مخصصة للاستهلاك الغذائي، أو تُخلط المنتجات الأصلية ببدائل مصنّعة يصعب التمييز بينها بمجرد النظر.

الغش في التوابل.. تحدٍ لسلامة الغذاء وثقة المستهلك

وتُعد التوابل من المنتجات التي قد تتعرض للغش التجاري عبر خلطها بمواد أقل تكلفة، أو استخدام ألوان وإضافات لتغيير مظهرها، أو تقليد شكل المنتج الأصلي بهدف بيعه بسعره المعتاد.

وتزداد خطورة هذه الممارسات عندما تتضمن استخدام خامات مجهولة المصدر أو مواد لم تُخصص للاستهلاك البشري، إذ لا يمكن الحكم على سلامة المنتج من لونه أو شكله وحدهما.

In an incident revealing new methods of commercial fraud, regulatory authorities in Beni Suef Governorate, southern Egypt, seized an unlicensed food establishment that specialized in manufacturing imitation black pepper granules using poor-quality dough and subsidized flour intended for local bakeries, before coating them with artificial colors and mixing them with quantities of real pepper to market them as an original product.

The joint inspection campaign resulted in the seizure of production supplies, raw materials, dyeing materials, and counterfeit products, with a total weight of 996 kilograms. A report was filed regarding the incident, in preparation for taking legal action and presenting it to the relevant investigative authorities.

How was the counterfeit black pepper manufactured?

The details of the incident began after the regional branch of the Consumer Protection Agency in Beni Suef received a complaint via the unified government complaints portal affiliated with the Cabinet, indicating the existence of a food establishment in the center of Al-Wasta operating without a license and using non-compliant materials to manufacture imitation black pepper granules.

Immediately, a joint campaign from the National Food Safety Authority and the Consumer Protection Agency moved to investigate the complaint and review the activities within the establishment.

Despite the owner of the establishment denying the validity of the complaint and stating that his activity was limited to manufacturing animal feed, the field inspection revealed operations to produce granules mimicking the appearance of natural black pepper grains.

According to the inspection results, the method of fraud relied on using poor-quality dough shaped into small spherical granules, in sizes resembling black pepper grains, which were then coated with dark artificial colors to give them an appearance similar to the original spice.

The inspection also revealed the use of subsidized flour intended for local bakeries in the manufacturing processes, along with the addition of materials aimed at giving the granules a taste and flavor similar to black pepper.

To conceal the reality of the counterfeit product, the manufactured granules were mixed with quantities of real black pepper in an attempt to mislead consumers and spice merchants before the products were put into circulation in local markets.

Seizure of 996 kilograms and legal actions taken

The campaign resulted in the seizure of the raw materials used in manufacturing, dyeing materials, production supplies, as well as the counterfeit products, which totaled 996 kilograms in weight.

The relevant authorities filed report number 21292 for misdemeanors in 2026, taking legal action against those responsible for the establishment, in preparation for presenting the incident to the relevant investigative authorities.

This incident highlights the dangers of fraud in food products that consumers rely on daily, especially when non-food-grade raw materials are used, or when original products are mixed with manufactured alternatives that are difficult to distinguish at first glance.

Fraud in spices… a challenge to food safety and consumer trust

Spices are among the products that may be subject to commercial fraud through mixing them with cheaper materials, or using colors and additives to alter their appearance, or imitating the shape of the original product to sell it at its usual price.

The danger of these practices increases when they involve the use of unknown source materials or substances not intended for human consumption, as the safety of the product cannot be judged solely by its color or shape.
