لا يقتصر امتلاك قطعة سلاح قديمة أو أثرية على مجرد الرغبة في اقتنائها، فحين يتعلق الأمر بعبورها الحدود إلى السعودية، تتحول المسألة إلى مسار تنظيمي دقيق تتقاطع فيه شروط العمر الزمني مع الضمانات المالية والاشتراطات الأمنية.
يكشف دليل تراخيص الاستيراد الجديد عن معايير واضحة للأسلحة النارية القديمة، إذ لا يكفي إطلاق وصف «أثري» على السلاح لضمان فسحه، بل يفرض الدليل إلزام المستورد بتقديم إقرار رسمي ومستندات موثقة تثبت يقيناً أن السلاح صُنع قبل عام 1900. ويُشترط في طالب الترخيص لهذه الفئة ألا يقل عمره عن 22 عاماً، مع خلو سجله من السوابق الجنائية والقيود الأمنية، واستيفاء الشروط الصحية الكاملة.
على صعيد آخر، تفرض اللوائح متطلبات خاصة باستيراد البنادق الهوائية، إذ يرتفع الحد الأدنى لعمر المتقدم إلى 25 عاماً، ويُشترط تقديم ضمان بنكي غير مشروط بقيمة نصف مليون ريال ساري طوال فترة الرخصة. كما تُلزم الجهات التنظيمية المستورد بتوفير مخازن مطابقة لاشتراطات الأمن العام والدفاع المدني، فضلاً عن تركيب نظام إلكتروني متطور لمراقبة المخزون وتتبع حركة الوارد والمنصرف خلال مهلة لا تتجاوز 180 يوماً لاستكمال المتطلبات.
ولا يتوقف التنظيم عند الأسلحة النارية والهوائية التقليدية، بل يفرد الدليل بنوداً مستقلة لأسلحة الألعاب الهوائية، والتي تتطلب ترخيصاً سارياً من وزارة الرياضة، وسجلاً تجارياً، وتحديداً دقيقاً للمنافذ ومقار الحفظ. ويمكن الخلوص إلى أن الإجراءات تؤكد أن عملية الفسح والاستيراد ترتكز على منظومة متكاملة من التراخيص والضمانات، بعيداً عن مجرد التسميات التراثية أو قدم القطع المستوردة.

The new import licensing guide reveals clear criteria for old firearms, as simply labeling a weapon as “antique” is not enough to ensure its clearance. The guide mandates that the importer must provide a formal declaration and documented evidence proving that the weapon was made before the year 1900. Additionally, the applicant for a license in this category must be at least 22 years old, with a clean criminal record and no security restrictions, and must meet all health requirements.
On another note, regulations impose specific requirements for importing air rifles, raising the minimum age of the applicant to 25 years. An unconditional bank guarantee of half a million riyals is also required, valid for the entire duration of the license. Regulatory authorities require the importer to provide storage facilities that comply with public security and civil defense requirements, as well as to install an advanced electronic system for monitoring inventory and tracking the movement of incoming and outgoing items within a period not exceeding 180 days to complete the requirements.
The regulation does not stop at traditional firearms and air guns; the guide also includes independent provisions for airsoft guns, which require a valid license from the Ministry of Sports, a commercial registration, and precise specifications for storage locations and facilities. It can be concluded that the procedures confirm that the process of clearance and import is based on a comprehensive system of licenses and guarantees, far removed from mere heritage labels or the age of the imported items.
