The European Union has approved new sanctions against around 1,600 entities and individuals, all of whom are connected to the war being waged by Russia on Ukraine.

Today (Monday), the EU’s foreign policy chief, Kaja Kallas, announced on the platform X that “this is the largest expansion of our sanctions list since Russia began its war. Europe once again shows its unity,” noting that “more than half of those sanctioned are linked to the production chain of ballistic missiles.”

Kallas stated during a meeting of EU foreign ministers in Brussels, “We welcome the energy truce as long as it holds. We have not yet seen that Russia will adhere to it.”

This step comes while Ukraine and its European supporters are still reeling from a decision made by U.S. President Donald Trump last week to lift sanctions on Russian diesel as part of an agreement to supply it to the United States. Under the new measures, the number of individuals and entities on the EU’s sanctions list related to Russia will rise to about 3,500, including prominent figures such as President Vladimir Putin himself.

EU countries remain frustrated by efforts led by France and Luxembourg last month, which resulted in lifting sanctions on prominent Russian billionaires Alisher Usmanov and Mikhail Fridman. This move drew sharp criticism from Kyiv, especially since the lifting of sanctions on Usmanov was linked to a French agreement for the release of a prisoner in Azerbaijan.

In addition to the blacklist that includes individuals and entities, the EU has imposed several rounds of sanctions targeting wide sectors of the Russian economy. However, there are concerns about a waning momentum towards imposing new, extensive sanctions, as EU countries face increasing difficulties in agreeing on measures that do not cause significant harm to their economies.
